Tender for End Term Evaluation of the KP REACH Regional Programme in Southern Africa

Organisational Context

Hivos has a long track record of being creative and innovative. As such Hivos signed an agreement as the Principal Recipient (PR) of this three year programme which commenced in January 2016. The PR’s responsibility is to manage the Global Fund grant and ensure that the grant objectives are achieved. Hivos intends to hire a team of consultancy to carry out an end-term evaluation of the Key Populations Representation Evidence Advocacy for Change in Health (KP REACH) programme whose implementation ends on 31 December 2018.

Background of the KP REACH Programme

KP REACH is supporting work in eight countries which account for 81% of people living with HIV in sub-Saharan Africa: Zambia, Zimbabwe, Mozambique, South Africa, Swaziland, Lesotho, Botswana and Namibia. Despite these countries’ achievements in reducing AIDS-related deaths in the past decade and an overall decline in most countries, new infections in key populations continue to increase. UNAIDS notes that in sub-Saharan Africa overall, KPs account for more than 21% of new infections, and HIV prevalence among these populations is often extremely high. UNAIDS also notes that there is credible and consistent evidence that when HIV related services are provided to KPs free of stigma and discrimination, new HIV infections decline significantly. Seven partners (AMSHeR, ASWA, CAL, Gender DynamiX/SATF), Positive Vibes, SAfAIDS and M&C Saatchi World Services) are involved in the implementation of the programme

KP REACH aims to bend the HIV curve in the targeted eight countries (Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Zambia and Zimbabwe) and address the above-mentioned gaps. A strengthened response from regional networks to share strategies, leverage progress in other contexts, and empower national organizations is a required and necessary component in CSS to enhance human rights and advocate effectively at both regional and national levels for improved provision of health and HIV services to key populations.

Purpose and specific objectives of the consultancy

This assignment is being conducted as an end of the programme evaluation and will focus on the entire implementation period (01 January 2016 – 31 December 2018).  The purpose of the evaluation is to assess the impact of the KP REACH programme through responding to predetermined evaluation elements and questions that were set at grant inception.

The key deliverables of the consultancy are as follows;

  1. Inception Meeting Report and a Gantt Chart.
  2. KP REACH Evaluation Protocol- comprised of finalised end of term evaluation tools.
  3. A comprehensive End of Term Evaluation Report, – establishing a reference point for tracking relevance, efficiency, effectiveness, sustainability, impact and knowledge generation results during the KP REACH implementation period.

Timeline for the Assessments and Submission of Final Deliverables

The selected consultancy team is scheduled to commence work on 01 July 2018. All deliverables shall be submitted no later than 30 April 2019. The assignment shall not exceed 110 days. (please see full details in the pdf).

Required Research Team and Qualifications

  • The consulting team shall be composed of a multidisciplinary team of specialists in public health management, research, statistics, and monitoring and evaluation background.
  • Experience in working with the target key population groups.
  • Sound comprehension of evaluating community-led and public health programmes is an added advantage.
  • Masters Degrees or equivalent in Social Sciences, Development Studies/Economics, International Development, or related field. PHDs are an added advantage
  • Preferably the applicant should have experience in the Global Fund grants Evaluations.
  • In addition a minimum of 10 years professional experience, which includes at least 5 years in evaluating Global Fund or other International donor funded programmes.
  • Proven experience in conducting quality surveys, evaluations and assessing health, STI/HIV, social protection and development programmes.
  • A team of highly specialised professionals must have extensive knowledge and research experience in Southern African countries

Competencies for the End of Term Evaluation Team

  • Excellent Organisational and Administrative Skills
  • Excellent Analytical and Strong communication skills both written and spoken
  • Proven ability to write high quality technical reports in English.
  • Ability to work in a complex environment

Submission Requirements

Hivos is requesting the consultancy team to submit a detailed proposal as per the following outline:

  • A Cover Letter expressing interest
  • Background of the Consultancy team
  • Team composition including qualifications and relevant experience. (All CVs of the team members must be annexed)
  • Submission of at least 3 credible end of term evaluation study reports on similar studies.
  • Technical Proposal including, but not limited to the following;
    Development of the KP REACH evaluation protocol tools
    End of Term Evaluation Methodology
    Quality Control Mechanisms
  • Work-plan with clear deliverables (i.e. Using Gantt Chart)
  • Financial Proposal
